In the eastern and central Terai disricts, I/NGOs working outside of the district headquarters have had significant access challenges, partially due to the deteriorating security situation and partially due to threats/notices from various political/militant groups.During October - November, CPN/M affiliated groups scaled up activities that interfered the implementation of development programmes. In Rukum, Rolpa and Salyan districts, development programmes required 'at least' verbal permission from the party leadership to be able to work. In Bhojpur and Chitwan districts, CPN/M demanded that development activities stop.
