As indicated by the trend graphs, there has been an overall gradual reduction in the number of reports of violations of the Basic Operating Guidelines (BOGs) by the CPN-Maoist, however there has been an increase in reported violations bu Madhes and other groups, particularly in the Terai(Southern Plains). In many of the most affected districts operational space has been severely compromised to the extent that aid workers have not been travelling in remote areas.
