The incidents – indicated by the shading on the map – represents the total number of reports received, and not necessarily the total number of actual incidents. Programme staff, located in Terai district Headquarters, had practically no access to field areas. Operational space in the Terai deteriorated through the month of February due to protracted bandhs imposed by a variety of groups in border areas of the Eastern Central and Western Regions. Some districts faced as many as 18 days of strike in the month.
