Physical access within districts was generally good, however CPN/M increased donation drives in preparation for their forthcoming Convention and also to support their ongoing cultural programmes. Several UN, donors and NGO project staff were approached for donations during the reporting period. PN/M detained 2 development workers and forced them to sign a document committing themselves to registering prior to project implementation. CPN/M asked for a motorcycle from a development project. CPN/M threatened Principal of International Community run school with repeated demands of donations.
