Nepal : Village Development Committee (VDC) Secretaries displacement - as of July 2006

68% of the VDC Secretaries are displaced (2735 cases out of 4017 answers). Almost all the displaced VDC Secretaries have been displaced as a direct result of the CPN (Maoist) insurgency;most have settled in district headquarters, or in clusters close to Nepali Army barracks. The situation remains dynamic and inhomogeneous, reflecting changes in the political and security environment. VDC Secretaries are government civil servants with responsibilities including: administration of the VDC budget -for basic services and development; registration of births, deaths and marriages; management of voter lists;and land tax collection. Since 2002 they have also been required to recommend individuals for citizenship certification and property transfers.
