Physical access within districts was generally good during the reporting period, however new demands over the selection of VDCs for project implementation were received in several areas, along with continued requests for registration and donation. An INGO was forced to pull out its new programme from the district following blocks from CPN/M. CPN/M issued a press statement to stop all development projects in the district on charges of refusing to pay donations. Development workers access to VDCs increased.
