The project has been designed within the context of the IFAD Country Strategic Opportunities Programme 2007-2012 and responds directly to key government policy initiatives as expressed in its Poverty Reduction Strategy, which is also its Tenth Plan. Both stress the importance of developing economic opportunities by poor farmers and producers in hill and mountain areas, the need to support private sector development within public/private partnerships, and the need to reduce gender, ethnic and caste related disparities through greater inclusion of disadvantaged groups in development. Furthermore, the project builds on the experience and lessons from IFAD’s ongoing and past projects and those of other donors: first, marginal/vulnerable households can successfully be involved in projects if a socially inclusive approach incorporating group development and social mobilization are employed to create opportunities for poor producers; second, a market-centred rather than a production-oriented approach has a greater chance of developing sustainable operations that benefit rural producers if win-win scenarios can be developed with agribusinesses; third, difficulty of attracting and maintaining government staff in remote areas such as Mid-Western Development Region means that project management cannot depend totally on government personnel and implementation has to be carried out largely by NGOs/service providers – also consistent with government policy; and fourth, with institutional and capacity limitations in Nepal, especially in remote areas, it is particularly important to avoid overly complex project design.
