The United Nations Development Group (UNDG), consisting of the UNDP, UNFPA, UNICEF and WFP, formally released in April 2005, the Harmonized Approach to Cash Transfer (HACT). The objective of implementing HACT is to reduce the transaction costs and lessen the burden that the multiplicity of procedures and rules create for its Implementing partners (IP) HACT was designed and implemented pursuant to the UN General Assembly Resolution 56/201 on the triennial policy review of operational activities for the development of the United Nations System. The adoption of HACT is a step further in implementing the Rome Declaration on Harmonization and Paris Declaration on Aid Effectiveness, which calls for a closer alignment of development aid with host country's priorities and needs.
