Highlights:
1. Needs to be more focussed coordination among Gov Ministries and Development Partners
2. Lack of targeted priorities and fund raising strategy for generating resource
3. Limited capacity of the GoN as well as lack of commitment of some Gov Ministries and partners on Flagship priorities/activities.
4. Lack of clear road map of the NRRC and FS 5 to support the proposed new
