On 18 September 2011 Sunday evening at 18:25, Nepal experienced an earthquake measuring 6.9 on the Richter scale. This is the strongest earthquake to have hit the country in 78 years. The epicenter was between Taplejung, eastern Nepal and the Indian state of Sikkim, where 14 aftershocks of varying magnitudes were recorded according to the Nepal National Seismological Centre. The tremor lasted nearly a minute and it was felt in most parts of Nepal. The Secretary of the Ministry of Home Affairs (MOHA, the Joint Secretary of Planning and Special Services Division, who oversees the NEOC, and the Chief of the NEOC all reported to the NEOC within an hour, along with other senior government officials. This included liaison officers from Nepal Police and Armed Police Force. By 20:00, a press release was issued to all major media stations, providing updates on the situation in Nepal and the government response. The NEOC then contacted all Chief District Officers to instruct them to commence damage assessment immediately. The following day, the NEOC continued to gather information on deaths, injuries and infrastructure damage and disseminated information to the media. A meeting of the Central Natural Disaster Relief Committee (CNDRC) also occurred at the NEOC on the same day.
