The Kenzo Tange Master Plan (KTMP) has been the official master plan for the development of Lumbini for over 30 years. The plan covers a project area of 1 x 3 miles with a Circular Levee and Central Link and it is widely known about in Nepal. The process of approaching the sacred site starting from the New Lumbini Village with the Cultural complex through the Central Link and then the Monastic Zone before finally reaching the Sacred Garden was the key concept of the KTMP that remained unchanged from the earliest planning stage. This was planned as a procedure to sanctify the minds of pilgrims when they approach the Ashoka Pillar. The inscription on UNESCO World Heritage List in 1997, the discovery of the Marker Stone in 1992-1995 and the rapid growth of visitors over the past 10 years have had a significant effect on the present status of the Sacred Garden and the Project Area. Several field surveys conducted to implement the activity: Review of the Kenzo Tange Master Plan for the Sacred Garden found specific areas that need improvement.
