बालबालिकाका लागि शिक्षा सुविधा नभई आधारभूत अधिकार हो । प्रकोप, राजनीतिक कलह, द्वन्द्वका समयमा र द्वन्द्वपछि जुनसुकै अवस्थामा पनि शिक्षामा निर्वाध तथा समान पहुँच सुनिश्चित गर्न सबैले हातेमालो गर्नुपर्छ । शिक्षाले बालबालिकालाई सक्षम,सुनिश्चित र सक्रिय नागरिक बनाउन मद्दत गर्छ । यसल समाजलाई थप मिलनसार एवम् उत्थानशील बनाउन सहयोग गर्छ । शिक्षा राष्ट्रका दिगो आर्थिक वृद्धि तथा स्वास्थ्य र पोषणजस्ता प्रमुख सामाजिक विकासका आधार बनाउने जग पनि हो । व्यक्तिगत तहमा शिक्षाले बालबालिकालाई आफ्ना पूर्ण सम्भावना हासिल गर्न सक्षम बनाइ सम्मानजनक जिबिकोपार्जन् गर्ने क्षमता प्रदान गर्छ ।
