Gender Equality, Human Rights and Social Inclusion: A Common Framework for Action by the UN System in Nepal

After ten years of violent conflict, Nepal seeks to lay the foundations of a just and peaceful society, where diverse groups and communities can come together and participate as equals in the task of nation-building while claiming their fair share of the fruits of development. Social inclusion is at the forefront of the national agenda, and the Government of Nepal is committed to bringing hitherto marginalised and excluded groups and communities - Dalits, Janajatis, Madeshis, religious minorities, people with disabilities, people from remote regions, sexual minorities, women, children, old people and the poor - into the national mainstream on equal terms with all other citizens. The United Nations Country Team (UNCT) in Nepal supports national development priorities, as articulated in the United Nations Development Assistance Framework (UNDAF) and in agency- specific country programmes. The work of the UN System is firmly grounded in human rights, gender equality and social inclusion. Although sometimes taken as separate issues, these values are in fact interdependent and overlapping.
