A broad based National Preparatory Committee, having forty four members, was formed in 1995, under the chairmanship of Honourable Minister, Ministry of Housing and Physical Planning, (MHPP). The committee includes representatives from central and local governments, NGO/CBOs, Private sector and other groups. A Core Sub-Committee of thirteen members was also formed under the convenorship of Honourable Assistant Minister, which was responsible for laying down general policy guidance, on behalf of the National preparations including finalization of the National Plan of Action. A Steering Committee under the convenorship of the Secretary, MHPP provided necessary guidance and logistics inputs to the preparatory process. A Core Technical Group was formed under the convenorship of the Member Secretary of National Planning Commission for finalising National Plan of Action.
