Nepal being one of the developing countries of the third world the growing imbalances in the country, the regional disparities and the fast growth of metropolitan agglomerations are affecting its socio cultural conditions, economic development as well as causing ecological imbalances as in the other developing countries. The country faces significant challenges in poverty reduction over the years with its continuing high population growth and a sluggish economy. The incidence of poverty is deep rooted. This can be however overcome to the extent possible through the active participation of the low-income families in economic activities. It has been found that the majority of the poor are away from the mainstream development because governmental plans and programs have not adequately designed to target low-income families and their specific needs. Many low-income families possess entrepreneurial competency and, with limited resources, surviving by their entrepreneurial wits.
In poverty, they are often constrained in micro-enterprise development by lack of skills, awareness of opportunity, insufficient capital, and by inaccessibility to markets. In this background, MEDEP programme has been designed to reduce poverty by addressing the strategic needs and interests of existing and new low- income micro-entrepreneurs, transforming existing entrepreneurs to owners and managers of successful micro enterprises, meeting the demands of local markets and establishing micro enterprise support services that are accessible to poor families.
The appropriate selection being a foremost important step for MEDEP, the project document has identified the following seven activities to ensure participation of low income family in the programme as micro entrepreneurs.
It is principal task of the programme implementers to target properly the low- income families and identifying their specific needs for the successful implementation of the programme of micro enterprise creation and development.
