This project is an integral component of Country Programme Action Plan(CPAP)that UNDP has entered with the Government of Nepal on 25 February 2008. As such, the project has been designed to meet UNDP country programme outcome to "increase access to and participation in constitution building and free and fair electoral processes" and the outcome of the United Nations Development Assistance Framework(UNDAF) strategic programme framework of guaranteeing an "equitable citizen access to legislative procedures and inclusive, meaningful participation in constitution building and electoral processes". #DevelopmentPlan
