UNMIN and a number of UN agencies have a role in monitoring the situation throughout the country in order to assist Nepal create the conditions for a free and fair Constituent Assembly Election. The UN monitoring role relates to five areas:the management of arms and armed personnel; ceasefire arrangements; the election; human rights; compliance with the Basic Operating Guidelines (BOGS) for the delivery of development and humanitarian assistance.
