The Election Commission (EC) of Nepal is responsible for all aspects of conducting the Constituent Assembly (CA) election. It does this through its Secretariat in Kathmandu, as well as through its staff in the 75 districts and 240 constituencies. The Election Commission is a fully independent Nepalese institution. Based on the requests of the parties to the Comprehensive Peace Agreement, Security Council Resolution 1740 establishes two roles for the UN related to the election; UNMIN provides technical assistance to the EC in the planning, preparation and conduct of the election of a Constituent Assembly in a free and fair atmosphere;an independent team of election monitors appointed by the Secretary-General and reporting to him will review all technical aspects of the electoral process and the conduct of the election: this team is called the Electoral Expert Monitoring Team (EEMT).
