In 1998 UNICEF in collaboration with National Planning Commission, Ministry of Local Development and UNDP, initiated the Decentralized Planning for the Child Programme (DPCP). The program was launched in seven of districts where the UNDP-assisted Participatory District Development Programme (PDDP) and local Governance Programme (LGP) were underway. The seven districts are Sunsari, Parsa, Chitwan and Dang in Terai and Kavrepalanchok, Kaski and Dadeldhura in the hills.
