In 1998 UNICEF in collaboration with National Planning Commission, Ministry of Local Development and UNDP, initiated the Decentralized Planning for the Child Programme (DPCP) in seven of 40 districts where the UNDP-assisted Participatory District Development Programme (PDDP) and local Governance Programme (LGP) were underway. The study was necessitiated because available district level information was inadequate and not representative of the situation of children and women.
