Draft National HIV/AIDS Programme For Nepal (2003-2007)

This document takes Nepal’s various commitments to the fight against HIV/AIDS one step further through the operationalisation of the Nepal HIV/AIDS Strategy into a National Programme. This has been developed by the NCASC, in consultation with key stakeholders and technical experts, and with support from the consortium of External Development Partners (EDPs) and multi lateral organizations of the Nepal Initiative. The National HIV/AIDS Strategy for Nepal (2002 – 2006) succeeded in translating and integrating Nepal’s various commitments to the fight against HIV/AIDS into a single document. These commitments were made in response to the Millennium Declaration and its Millennium Development Goals (MDG); the time-bound targets spelt out in the Declaration of Commitment at the United Nations General Assembly Special Session (UNGASS) on HIV/AIDS in July 2001; and the identification of HIV/AIDS as a cross cutting issue affecting national development in the Tenth Five-Year Development Plan of Nepal. The Nepal HIV/AIDS Strategy was also built on the fundamental set of general guidelines and principles that were enshrined in these documents and laid out the guiding principles for the design of HIV prevention and care strategies, and interventions in Nepal over the next five years (see Appendix 1).
