Statement by Robert Piper, UN Resident and Humanitarian Coordinator at the Government ceremony to observe International Day of Peace, 21 September 2009

As development workers our particular focus is naturally on the long term, transition-agenda articulated in the Comprehensive Peace Agreement. When we hear ‘positive conclusions to the peace process’ we think of equity, of inclusion, of rights, of good governance, of justice. We read and re-read the CPA in order to understand the vision articulated there-in, of a sovereign Nepal that can and must deliver peace and prosperity, to all its communities, and on a sustained basis. And we are anxious to get started – systematically - on these long-term peace issues. We want to help dismantle well documented patterns of discrimination and exclusion. We want to assist in strengthening the role of the judiciary and consolidating the crucial role played by the law enforcement community. We want to invest in people, institutions and mechanisms that will move us away from tactics of confrontation to strategies of mediation and consensus-building. We want to unleash Nepal’s entrepreneurs so that youth can join a vibrant job market which will harness and value their talent and energy. We want to assist children affected by the past conflict, to imagine and transition to a peaceful, civilian life, and to try to help them recover some of their lost childhood, education and hopefully, innocence. We want to assist the victims of the conflict find justice and truth. Above all, we want to support the Government in its efforts to build the new social contract between Citizen and State that is implicit in the Peace Agreement.
