Purpose and plan of the study:
The following is an evaluative study of the TRUGA Project and Methodology as regards women's participation and benefits. The objectives of the study are as follows (See Annex III for the Terms of Reference);
- To review the operation of the TRUGA Project in Nepal, analyse its institutionalisation in the Department of Cottage and Village Industries (DCVI), and identify the extent of women's participation in different steps of the TRUGA process.
- To evaluate TRUGA as a training methodology as regards the scope for consideration of women's participation and benefits.
- To assess the effects of TRUGA Project activities on women.
- To analyse the nature of project investment and the case of women's benefits.
The study is based on an analysis of project documents, records, reports and other relevant materials, and information generated through consultation and in depth interviews with key officials of DCVI, TRUGA management, TRUGA implementors, ILO experts, TRUGA trainees, and some lead women officials of relevant organisations.
