The principal shocks affecting food security in Chad throughout the month of September and early October are the irregular and below average rainfall registered since the start of the 2009/2010 agricultural campaign, localized floods and high food prices. More precipitation was needed in September to compensate for rainfall and moisture deficits accrued since June to ensure that the vegetative cycles of major food crops are completed. However, the below average rainfall recorded in September is an early warning signal for poor annual food production this year. It should be noted that the country already recorded a cereal deficit of 10.8% in 2008/2009 agricultural season. As the rainy season draws to an end, localized floods are still reported in the central and southern parts of the country. However, the impact of floods to food security has been mild this year as compared to the past two years. The overall food security situation is preoccupying especially in the sahelian zones. In Central and southern part of the country, harvesting of some basic food stuff have begun and household food security situation has started improving. With the harvesting of some main food crops, the prices of basic foodstuffs, such as millet and sorghum, have started to decrease all over the country. In September, even in the structurally food deficit region (Kanem), a kilograme of millet cost 210FCFA as compared to 310 FCA in August 2009 representing a drop of 10%. In Abeche, the price of millet dropped from 250FCFA (August) to 219FCFA (September) per kilograme representing a 12.4% decrease. In the southern part of the country (Sarh and Moundou), market prices of basic food stuffs are decreasing as well. WFP operations continue to be implemented as planned. There is a close follow-up of the current agricultural campaign and the eventual update of the contingency plan has been envisaged to take into consideration the scenario of a drought and its effect on household food security in Chad.
