An Alternative Approach to Educational Planning for Employment Promotion in Nepal

Materials contained in this paper were assembled for a study of the educational system in Nepal as part of a report on employment and income distribution in Nepal - The Challenge For Nepal prepared by the ILO Asian Regional Team for Employment Promotion,following its mission to Nepal in January, February and March 1974. The chapter on education in the report presents suggestions on a major strategy for the improvement of the system's contribution to the country's economic development in general and employment promotion specially. This paper intends to present the same suggestions in detail with supportive data which could not be included in the report owing to space limitations and, in addition, cover a number of critical educational issues left out in the report because of their not being strictly relevant to employment problems. The aim is to suggest an alternative planning approach primarily for decision-makers and planners in Nepal and, to a lesser degrés, to assist those concerned with technical assistance in education in improving the effectiveness of assistance programmes. The Nepalese educational system has undergone tremendous change and an unbelievably rapid quantitative expansion during the last two decades. For example, the size of primary school enrolment in I 1970 was more than fifty times as much as that of two decades ago. Meanwhile, various problems have appeared on the developmental path, and the National education System Plan for 1971 - 76 made clear the Government's intention to solve them and introduced many bold and new ideas.
