The number of households in Nepal, relying wholly or partly on income from agricultural production, will increase throughout the foreseeable future. This will increase population pressure on land resources, which is already very high in its Sub-Himalayan regions.Under this condition, the extent to which Nepal will be able to ease or retard a deterioration in living standards for broad sections of its population -in future, hopefully, to reverse it- depends on its ability a)to expand its non-agricultural income opportunities; b)to expand its area under cultivation; c)to increase agricultural productivity; d)to diversify its agricultural production to take advantage of possible international comparative cost and export opportunities, and e)to introduce and reinforce measures designed to protect the living standards of its low income, lower socio-economic strata.Agricultural development itself is faced with various technical and organisational problems, which we hope to indicate. But in Nepal, agricultural development alone, even at rates exceeding population increases, neither measures nor automatically guarantees reasonable standards of living for broad sections of the population. A deteriorating land/man ratio in a situation, where political and agrarian reforms are not yet really effective in safeguarding the interests and welfare of Nepal's lower socio-economic strata, raises urgent-uestions regarding the (re) distribution of income as well as ex development services.
