This paper is the third in a series of ILO - World Employment Programme working papers which present an in-depth socio-economic analysis of irrigation projects constructed under the Special Public Works Programme of the ILO. The previous two papers contained a classic cost-benefit type of analysis for three irrigation schemes, one in Nepal and two in Tanzania(Martens 1986 and 1987).The present paper presents a more elaborate and quantified approach to a socio-economic analysis of the Bhorletar Irrigation Scheme in Nepal, a project which was already discussed in the first working paper. The approach is based on a detailed long-term forecasting model for the impact of the irrigation project on the local as well as the macro-economic environment.The objective of this paper was to present a comprehensive analysis of the economic impact of and the benefits generated by the Bhorletar Irrigation Project (Nepal).A long-term economic forecasting model has been applied, instead of standard cost-benefit analysis techniques.conomic growth in the local economy is driven by changes in agricultural output, caused by the irrigation project. This increases farmers' incomes, consumption and savings. Increased consumption stimulates local production in non-agricultural sectors, as well as imports of consumer goods from the rest of the country and from the rest of the world. This triggers multiplier effects, both at local and at macro-economic level. Increased savings, on the other hand, result in increased investments in housing, small-scale enterprises inside Bhorletar and productive investments elsewhere in Nepal.
