The programme “Pro-poor Policy Approaches to Address Risk and Vulnerability at the Country Level” (GCP/RAS/276/IFA and TCP/RAS/3405) is financially supported by the Food and Agriculture Organization of the United Nations (FAO) and International Fund for Agricultural Development (IFAD). The Program has been initiated with an aim to further develop policy analysis and policy development capacity at the country level with a sharper focus on pro-poor policies that would specifically address the risks and challenges faced by smallholders and the landless poor whose livelihoods are increasingly integrated with domestic and external markets and related value chains and are being more and more subject to the effects of price volatility and climate change. The emphasis of the Programme is on institutional capacity development in four programme countries - Cambodia, Laos, Nepal and Vietnam. Such vertical and geographical focus of the Programme would allow FAO and IFAD to maximize impact of the programme resources in terms of building capacity of government and national institutions in the programme countries to conduct policy analysis work and institute effective mechanisms for policy development.
