Secretary-General Ban Ki-moon’s words to the Security Council in January pinpoint the challenges faced at the local level in Nepal in the lead-up to the Constituent Assembly election.
UNMIN's civil affairs teams monitor ceasefire arrangements, in accordance with the request of the parties to the Comprehensive Peace Agreement, with the aim to help to create the conditions for a successful CA election. In November and December, UNMIN civil affairs teams visited 30 districts and 65 Village Development Committee areas as part of their monitoring work.
UNMIN has continued to underline the need for a national monitoring body, to monitor and help create the conditions for a free and fair CA election as a necessary step in the process of achieving lasting peace in the country.
In addition to monitoring violations of the Ceasefire Code of Conduct, and documenting local obstacles to conditions for a free and fair election, UNMIN's civil affairs teams have mapped local peace building and conflict mitigation initiatives, a representatives selection of which they plan to present to a public.
