Nepal Country Objectives (1996-1999)

A major element of the ILO's Active Partnership Policy is the formulation of coherent and comprehensive country objectives. The process involves joint exercise by the ILO and the social partners in identifying national labour and social development priorities in areas of JILO expertise, determining objectives to be attained during a specified time frame, and defining implementation strategies and action programmes to be undertaken by the ILO in co-operation with national tripartite constituents.This document serves as the country objectives for Nepal. It has been formulated by the Office of the ILO Adviser in Kathmandu with technical support from IILO SAAT, ILO EASMAT, IPEC (Kathmandu) and PROPAR'TEC, and on the basis of in-depth individual discussions and tripartite meetings with the ILO ' s constituents. The programmes and activities contained in this document reflect the identified priority needs of the country and have been outlined in light of the availability of resources. The objectives thus, do not cover programmes of work in all technical areas of ILO's competence; this does not, however, mean that the areas covered are the only important areas in which the ILO will support Nepal. Technical services in other fields can still be carried out and appropriate adaptations will be made as and when necessary. The document covers a medium term period of two to five years and is subject to periodic review in close consultations with the national counterparts. ILO basic principles of tripartism and social dialogue will serve as the basis of cooperation. Relevant international labour standards will be taken into account in all phases of technical assistance with a view to promoting social justice. For the implementation of action programmes, ]LO will make effective use of its technical specialists and limited financial resources. Certain components of the programmes will require additional external finding; the ILO in collaboration with national counterparts could make contacts with potential multi-bilateral donors with a view to securing the necessary resources.
