Employment and Peace Building through Local Economic Developemtn (EmPLED ) : Dhanusa District L.E.D Stakeholders Entry- Point & Kick - Start Workshop ( 14 October 2007 )

Following the EmPLED Dhanusa District Stakeholders’ Orientation Workshop held in Janakpur on 6 September 2007, and in subsequent consultation with the interim Dhanusa LED Forum (the recently expanded District Enterprise Development Committee), it was agreed that the ILO would conduct a TDIM study with stakeholders for future economic recovery and growth planning.There was due consensus from TDIM stakeholders interviewed that one economic sector not affected by the disruption is cross-border tourism coming from India to visit the historic Janaki Hindu Temple in Janakpur. Stakeholders were also in broad agreement that promotion of cultural tourism should be linked to broader promotion of Dhanusa/ Janakpur as the historic global centre of Mithila culture, and a simultaneous beautification of Janakpur municipality. In the latter case, stakeholders would pitch the project as a “social project” exempt from political disruption, and also to create employment for idle youth and poor house holds. Infrastructure and services in the Janakpur area are in poor condition. This therefore was the subject of today’s entry- point and kick-start workshop for Dhanusa District stakeholders.Remittances are becoming increasingly important in the current difficult economic climate in maintaining basic living conditions for migrant worker families while also injecting cash into supporting fragile local economies. Most at risk are significantly increasing numbers of poor, unskilled migrant workers recruited in the Terai for poorly- paid unskilled employment in the Gulf States by local informal manpower agents.ILO is continuing to gather related information with a view to exploring solutions with commercial banks, manpower agents, skills development institutions, and worker’s representatives in a workshop forum to be held later in 2007.Another entry-point being explored by the ILO with stakeholders is how cash leak-ages in the Dhanusa economy can be plugged to promote local enterprise and economic revival.
