The Legal Aid Manual was planned from the start of the Conflict Mitigation Programme II. The European Union, the Nepal Bar Association, and the Project Team collaborated in the initial design. The objectives are to promote access to justice, enhance the quality of legal services for individuals of limited means and members of disadvantaged groups, and develop legal information resources for young lawyers.The Bar Association and Project Team began preparations in 2007, and in March 2008 an international legal expert was assigned to coordinate the work. To set a precedent that could be repeated, it was decided to create an inclusive and collaborative process that would bring in contributions from throughout the legal community. To coordinate preparation of the Manual and organize and deliver training, an Editorial Board was formed. It includes senior members of the Bar Association and Project Experts.The first major activity was a Legal Aid Workshop, held on 18 April 2008. Around sixty legal experts, providers of legal aid, representatives of Non-Governmental Organizations and professional associations, and official parties participated in this historic event. Planning for the Manual was openly discussed, and participants were invited to join in the work.Then, participants formed working groups to identify and prioritize the subjects to be covered. Existing materials were collected and categorized. Recommendations for the structure and use of the Manual were presented.After the Legal Aid Workshop, the Editorial Board formed working groups for specific subjects, assigned tasks to interested parties, coordinated contributions, drafted certain chapters, assembled materials, and performed editing, proof-reading, and formatting.One of the first sections to be completed was the “Guidelines for Handling Legal Aid Cases”, which constitute a code of best practice for the legal profession and providers of legal aid. The Manual was prepared during the second half of calendar year 2008, and finalized for publication at the start of 2009.
