This monograph is the first full fledged socio-economic analysis of a special public works/medium-scale hill irrigation project located at Bhorletar (Lamjung district, Western Development Region) in Nepal. This project started in 1980 and was implemented by the Department of Irrigation, Hydrology and Meteorology (DIHM) with technical assistance support from the ILO. It was selected for the study because it was completed and operational at the time of the (random) survey carried out by the Kathmandu-based Highland Research Associates, in 3 rounds between October 1984 and September 1985.
Within the framework of the broad SPWP objectives, the four inter-related issues discussed in this monograph relate to:
1. organisational issues including institutional arrangements, popular participation and involvement of SPWP workers and beneficiaries in all phases of the project;
2. technical issues including site selection and design, quality standards, degree of labour-intensiveness, use of local resources, yields, etc.;
3. employment issues, ranging from recruitment criteria to indirect employment creation;
4. flows of benefits and income redistribution effects including cost-benefit, financial and economic, analyses.
In analysing these issues, the viability of the project in terras of replicability (on a larger scale) and sustainability is examined in depth and with coherence.
