The country context shows that Nepal continues to face a myriad of problems. Tackling them requires a ranking of priorities. For the ILO as well as for the country, the problem is the generation of productive employment – a promise of the peace dividend and, more substantively, an anchor in the sustainability of that peace. Therefore, the priority of the DWCP for Nepal is the generation of productive employment for building sustained peace.Other agencies, other ministries of government have through their mandates responsibilities for policy domains that affect the capacity of the ILO to achieve its own mandate – decent work. What is proper to the ILO’s own mandate in the promotion of productive employment in Nepal are two critical and interrelated areas: policy coherence for a national employment policy and labour market reform.
