The CCA document is part of a dynamic, continuous process to enhance UN System coordination and collaboration. Its 12 chapters correspond to major areas of UN System work in Nepal. These sections are not intended to offer an in-depth analysis of a sectoral or thematic concern, but they do highlight key issues and help establish a programmatic focus for future assistance from the United Nations System. They also offer a common set of demographic, political, social and economic indicators that reflect the priorities of HMG and the UN System as well as the goals set by various global conferences.
The CCA document is based on studies already undertaken by some agencies, as well as the ideas and experiences of agency heads and key programme staff. Each chapter has been formulated in a participatory fashion — drafted by an inter-agency thematic group — then discussed at a national forum with high-level representation from HMG, multi and bi-lateral development partners, international non-governmental organisations (INGOs) and members of Nepalese civil society. This forum, the first of its kind in Nepal, not only engaged development partners in a constructive dialogue on development priorities, but also set a precedent for future broad-based consultations of this type.
The CCA document has been audited from both a gender and human rights perspective to ensure that both these important concerns are represented and reflected in the text. For the convenience of the reader, each chapter deals with one issue of concern but invariably overlaps with other areas. As such, the entire document should be read from an action-oriented perspective, to enable individual UN agencies and the System as a whole to plan future development assistance.
