Nepal is experiencing the sudden impact of a major development effort that demands great objectivity and high achievement. traditional and modern values provides a The conflict between challenge to any management development strategy since its success will depend on the achievement of an overall climate that is conducive to efficiency and better results.
Following the ILO Report on "Management Development in Nepal" by I.G. Cummings (May 1983), and a mission by Mr. M. Kubr, Chief of the Management Development Branch, ILO in April 1984, His Majesty's Government of Nepal (HMG) requested the present UNPD/ILO project, NEP/84/009 for the purpose of providing immediate assistance in the detailed formulation of "policy making and programme planning in productivity improvement and management development" of the Seventh Five Year Plan.
The objectives of this project were to:
1. recommend detailed objectives and policies for productivity improvement and management development to be achieved over the plan period;
2. recommend, framework as appropriate, and work an programme institutional for and preparing and organisational implementing a nation-wide productivity campaign (such as "Productivity Year") and for establishing a National Productivity Council for orienting and harmonising productivity improvement efforts in both the public and private sector;
3. making proposals Nepalese for management strengthening development the capabilities institutions, with of existing a view to increasing the practical impact of their training programmes and other technical interventions.
