The key challenge for Nepal at present to create an enabling environment for peace and equitable economic growth. The peace process has been almost completed. Now, the focus should be on how to promote job rich and inclusive economic growth. More urgently, Nepal should provide relief to and rehabilitate the people affected by the conflict and the reconstructed the damaged infrastructure. Additionally, it has to create more jobs for the 4,00,000 youth who entre into the labour market every year. Moreover, about 2.5 million people are either unemployed or underemployed. The changes that have been taking place in Nepal's political scenario have raised people's expectations, particularly those of the women, youth, children, dalits, workers and other marginalized and disadvantaged groups.
To responds to these challenges, the Government of Nepal (GoN) has formulated an Action Plan on Econmic Development and Prospecity, 2012. The Action Plan focuses on economic growth and employment; infrastructure; energy; agriculture; foreign direct investment; tourism; industrialization and governance. Key policy areas are; employment creation through the establishment of an investment-friendly environment; foreign employment opportunities for marginalized and disadvantaged communities; promotion of employment-intensive technologies; promotion of self-employment opportunities through skills and entrepreneurship development and subsidized loan facilities; labour administration reform addressing both the need for labour flexibility and increasing coverage of social security; an employment for a minimal duration; enhancing the capacity of state mechanism to ensure worker's rights and resloving labour disputes in a more effective way and an expansion of employment services centres to create easy access to labour market.
