स्थलगत बुलेटिन द्वन्द्वबाट शान्तिमा रूपान्तरण : रोल्पामा गरिएको एक अध्ययन (अङ्क : ३७, मार्च सन् २०१२)

तत्कालीन नेपाल कम्युनिस्ट पार्टी माओवादीले रोल्पा जिल्लाको होलेरी प्रहरी चौकीमा २०५२ साल फागुन १ गत आक्रमण गरेर नेपाल सरकारविरुद्ध जनयुद्धं घोषणा गर्यो । माओवादी आन्दोलनलाई “गरिबी, असमानता तथा विभेदले सल्काएको सामाजिक तथा आर्थिक आन्दोलनका रूपमा परिभाषित गरिएको छ ।” दस वर्षसम्म जारी रहेको सो द्वन्द्वले १५,००० भन्दा बढीको ज्यान लिएर नेपाललाई ठुलो धक्का पुर्यायो । रोल्पामा मात्रै १,०२३ मानिसहरू मारिए र थुप पूर्वाधारहरू ध्वस्त भए । निर्बाध घुमफिरको स्वतन्त्रता कुण्ठित हुनुका साथै, ग्रामीण विकासका क्रियाकलापहरू अवरुद्ध भए र द्वन्द्वरत दुवै पक्षबाट मानव अधिकारहरूको उल्लब्घन भयो ।
२०६३ सालमा विस्तृत शान्ति सम्झौतामा हस्ताक्षर भएपछि सशस्त्र द्वन्द्व औपचारिक रूपमा समाप्त भयो र त्यसल राजनीतिक, सामाजिक तथा आर्थिक रूपान्तरणको सुरुवातका लागि एउटा बाटो खोल्यो । त्यसको लगत्तै २०६४ सालमा संविधानसभाको चुनाव सम्पन्न भएर सो शान्ति प्रक्रियाको कार्यान्वयन गम्भीरतापूर्वक हुन थाल्यो ।
त्यतिबेलादेखि नै रोल्पाका जनताले विकास तथा संरचनागत सवालमा थुप्रै परिवर्तनहरू अनुभूत गरेका छन् । त्यसरी नै, राजनीतिक चेतनाको बढ्दो स्तर र सीमान्तकृत समुदायहरूको स्थानीय स्तरका विभिन्न निकाय तथा समितिहरूमा सक्रिय सहभागिता अनुभव गरिएको छ । छलफलमा सहभागी व्यक्तिहरूले विभिन्न गाविसहरूमा प्रहरी चौकीहरू तथा सरकारी सेवा केन्द्रहरू, सडक तथा विद्यालयहरूको निर्माण, व्यापारिक केन्द्रहरूको विस्तार तथा बढ्दो रेमिटेन्सलाइ सकारात्मक परिवर्तनका रूपमा औँल्याए ।
यद्यपि, आवश्यकता भन्दा पनि विकासका क्रियाकलापहरू बढी राजनीतिक स्वार्थहरूमा केन्द्रित भएको, शान्तिगामी पहलहरू जिल्ला सदरमुकाम केन्द्रित भएको, सरकारी सेवा प्रदायक केन्द्रहरूमा स्रोतहरूको अभावले गर्दा सेवा पुर्याउनमा ढिलाइ भएको तथा बढ्दो आपराधिक क्रियाकलाप र कानुनको कार्यान्यवन कमजोर देखिएको कुरा पनि अन्तर्वार्ताका सहभागीहरूले औँल्याए ।
