The global WASH capacity building effort includes a project on WASH cluster capacity mapping. The overall purpose of the capacity mapping and assessment project is to increase the timeliness and effectiveness of WASH responses to humanitarian crises. The first stage of work was a review of a wide range of capacity mapping tools as well as of previous work in the WASH and other clusters. Capacity mapping refers to identifying within which organisations different capacities can be found rather than to drawing a physical map showing capacities.
This led to the development of three tools for the country or state level:
1. Tool One: WASH Background. A tool for recording the background for WASH by splitting the country, province, or state, up into wash zones each with similar water, sanitation, and hygiene issues. This tool also serves to record basic information sources for the WASH Sector.
2. Tool Two: Agency Capacity. A tool for mapping individual agency capacity. This tool is intended for use by each agency in the WASH sector. The tool looks at human resources, emergency funding, emergency stockpiles, and training.
3. Tool Three: Sector Summary. A tool to bring together the individual agency data and to combine this with other information at the cluster level to determine the overall cluster capacity.
This capacity mapping and assessment exercise intends to increase the timeliness and effectiveness of WASH responses to humanitarian crises. This mapping exercise can be undertaken regularly as part of preparedness and kept up to date, tracking validity of declared capacity. It would form a key information source for any subsequent WASH Inter- agency Contingency Planning work.
