Within the framework of the Technology and Employment Programme, this study is the first in a series on the role of national institutions in the commercialisation of indigenous technologies.
The objectives of this study on Nepal undertaken by Madhab Raj Khoju of the Agricultural Development Bank of Nepal are:
1. to investigate the constraints to commercialisation of new and adapted indigenous technologies by the manufacturing establishments;
2. to explore different sources of innovation contributing to product change;
3. to examine the linkage among actual users, manufacturing establishments, financial institutions and support service agencies;
4. to assess the relevance of Research and Development bodies in commercializing new indigenous technologies;
5. to identify constraints to the adoption and application of new indigenous technologies.
The study looks at problems of commercialisation both at the user and manufacturing levels. For this purpose the survey sample covered farmers, manufacturing enterprises, financial institutions and extension agencies. The study covers a broad—range of indigenous, adapted and new technologies in agriculture, irrigation, energy, communication and construction sectors in rural areas.
The major policy conclusions of the study are the following:
(a) there is a need for government action in Research and Development to initiate efforts at upgrading traditional technologies and lowering the cost of installation of new indigenous technologies;
(b) an agency to coordinate and facilitate the procurement of raw materials needs to be designated at the national level to ensure timely delivery to manufacturing establishments at lower costs;
(c) greater emphasis needs to be placed on wider publicity of the advantages of indigenous technologies and support service agencies need to be made more effective through better integration and coordination of their operational activities.
