The apparent smooth functioning of the current CA was reflected in the districts with the Baburam Bhattarai led Constitutional Political Dialogue and Consensus Committee (CPDCC) of the Constituent Assembly meeting with various identity based groups to discuss issues related to constitution drafting and federal models. Other political activities included issues related to the Undivided Far West and demands for a separate Tharuhat (including Kailali and Kanchanpur) with efforts ongoing to ensure the FWR is not divided. The issue revolves around the annexing of the two most southerly districts (Kanchanpur and Kailali) to form a separate Tharuhat State. This is undesirable to most in the remaining 7 districts (mostly of hill origin.) This issue came to a head in May 2012 at the time of the dissolution of the first CA resulting in a great deal of tension between Tharu and Pahadi communities in Kailali and Kanchanpur leading to isolated incidents of violence.
The GoN released the next fiscal year’s budget during July though ground reactions to it were not particularly hopeful. Madhesi communities feel the allocation of budget for the Tarai is not proportionate to populous. There have also been calls for action to be taken against those responsible for deaths following state action during the Madesh movement of 2007.
Nepal’s TJ process saw a major development with the handing over of the remains of the ‘Dhanusha 5’ to their families at an event organized in Janakpur. The event was allegedly highly politicized with only the victim’s families, selected HR activists and civil society representatives being permitted to participate.
Landlessness continues to be an issue with the increasing establishment and activities of landless peoples’ organizations. Numerous commissions have been set up to address the issue in the past though with very little success. It is widely perceived by those concerned that the previously politically appointed commissions were ineffective and unable to address the issue. The issue is further complicated by increasing land prices in the concerned areas.
