Improving Lives for Children and Women in Nepal: Decentralized Action for Children and Women (DACAW)

Decentralized Action for Children and Women (DACAW) has been the centerpiece of UNICEF Nepal’s country programmes since 1998 (initially it was known as the Decentralized Planning for the Child Programme). During this time, it has demonstrated the synergistic effect of combining support for capacity-building of local communities and government functionaries with promotion of decentralized service delivery. The goal of the programme is to ensure the progressive realization of the rights of children and women in programme areas through rights-based and bottom-up approaches that focus on the most severely disadvantaged.
The programme is structured to address critical problems underlying children’s wellbeing. It is based on the assumption that people’s limited capacity and lack of opportunity to analyse their situation, as well as their overall lack of participation in and control over resources, services and decision-making, are underlying barriers to the realization of their rights. It uses three strategies to bring about change.
1. Strengthening the capacity of individuals and
communities to demand change by using the
Community Action Process (CAP).
2. Strengthening the capacity of local service providers/delivery agencies to respond to demands for change from the community.
3. Strengthening decentralized local governance in favour of children and women.
