Monthly Update (April 2014) UN Resident Coordinator’s Office Nepal

1. The major political development during April, and an issue of major controversy, was the passage of a transitional justice (TJ) act through the Legislature-Parliament on 25 April.
2. There were no major operational space issues reported by Basic Operating Guidelines (BOGs) signatories during the month of April in any region.
3. Land related grievances have persisted in parts of the Mid Western Region since February. On 13 April, 11 Dalit families were forcibly evicted from Bheri Community Forest in Latikoili VDC of Surkhet District.
4. During April, freed-Kamlaris continued local and national campaigns to pressure the government to fully implement the 10-point agreement signed with the United Committee for the Elimination of the Kamlari Practice (UCEKP) on 7 June 2013 and bring a total end to the practice of the Kamlari system (formally abolished and declared illegal on 18 July 2013).
5. Various Tharu groups strongly objected to Tharus being categorised as Madheshi in legislation recently passed by the Legislature-Parliament and demanded that the legislation be corrected immediately or they would launch street protests.
6. Two fire engines from Dhangadhi Municipality and Tikapur Municipality, with the help of
security forces and local community people, managed to douse the flames.
7. On 25 April, a landslide at the Upper Madi Hydropower Project in Sildujure of Kaski District reportedly killed three employees and trapped 13 inside a project tunnel.
8. Accidental fires, thunder storms and lightning were the major disaster incidents observed throughout the Eastern and Central regions during the month of April.
9. In the Far Western Region, regional humanitarian partners met on 29 April in Dhangadhi to discuss various issues, including handover of humanitarian activities, and drew some concrete recommendations.
