We are gathered at UN House in Kathmandu for a historic step in Nepal's peace process. It is a step that the parties agreed on – namely, that those Maoist army personnel disqualified as a result of the UN-led verification exercise would be discharged.
Today the UCPN-M, the Government, and the United Nations, represented by the Resident
Coordinator and the Country Representative of UNICEF, will sign the Action Plan on Discharge.
The Special Representative of the Secretary General for Children and Armed Conflict, Ms Radhika Coomaraswamy, will sign as a witness, as will I.
As we have seen, there is no such thing as a simple peace process. By the standards of international experiences the world over, Nepal's peace process can claim remarkable attributes. From ceasefire to peace agreement, from peace agreement to elections, from elections to declaration of a republic and government formation - each step has been difficult, and delayed; but each has been accomplished.
Now, the peace process has been at a low ebb, moribund and deadlocked, for too long. In signing today's agreement on the release of the disqualified personnel, the parties are taking a step towards reclaiming and reviving the peace track. We encourage the parties to demonstrate the same positive spirit in all their words and actions.
