1. January saw little progress in negotiations between political parties on holding elections, even though all major parties say polls are urgently needed to save the county from a deepening constitutional and political crisis.
2. For the most part, there were few major issues of operational space reported by the signatories to the Basic Operating Guidelines (BOGs).
3. On 13 December 2012, the Surkhet Appellate Court issued an order to arrest Maoist cadres allegedly responsible for killing local journalist, Mr. Dekendra Thapa, in 2004 during the 10-year armed conflict.
4. Tension between political parties in Humla District over the recruitment process of the Western Uplands Poverty Alleviation Project (WUPAP) turned violent.
5. Different activists’ groups organized protest programmes and other disruptions in a number of Far Western and Mid Western districts in attempts to pressure authorities to take action on their concerns and grievances.
6. Ongoing protests against violence against women, partly instigated by the ‘Occupy Baluwatar’ protest, have intensified in many parts of the country.
7. Two new political parties were announced during January. The Rastriya Swabhiman Party (RSP) Nepal, under the chairmanship of Laxmi Prasad Shangraula, was announced on 7th and 8th January in press conferences organized in Birgunj and Damak, respectively.
8. Various District Disaster Relief Committees
(DDRCs) together with humanitarian partners distributed firewood, clothes, blankets and 25,000 Nepali rupees compensation to families who had experienced a death due the cold wave.
9. Sixty huts were burnt in an accidental fire in Beldangi Bhutanese Refugee Camp in Jhapa district on 29 January.
10. Kailali finalized its District Disaster Management (DDM) Plan based on the assessment of the district’s disaster vulnerability.
