1. In a positive development the three major parties Unified Communist Party of Nepal – Maoist (UCPN-M), Communist Party of Nepal - Unified Marxist Leninist (CPN-UML) and Nepali Congress (NC) agreed to resume talks setting a deadline of 16 September to settle differences on fundamentals of the constitution, including on state restructuring.
2. In some instances vehicle movement was not allowed by bandh enforcers, while in others development and humanitarian actors imposed self-restriction on their movement. Similar to reports in the July Update2, some BOGs signatories in Bajhang, Baitadi and Dadeldhura districts received donation requests by a political party, though no direct intimidation was reported.
3. On 1 August another clash occurred at the Khalanga Multiple campus in Rukum district between the All Nepal National Independent Student Union (ANNISU – UCPN-M affiliated) and the All Nepal National Independent Student Union – Revolutionary (ANNISU-R – CPN-M affiliated) regarding the formation of a student committee at the Campus. About a dozen students were reported injured.
4. As noted in last month’s Update, all private higher secondary schools in the country were closed on 22 and 23 July due to nationwide protests by ANNISU-R. A few days prior to the closure, the student wing had vandalized school buildings and set two school busses on fire.
5. The Federal Democratic National Party affiliated United Limbuwan Autonomous State Council (ULASC), from 12 August onward, imposed a ban on export of all natural resources, such as stones, sand and forest products, from the Chure area of Morang district without prior consultation and consent from local indigenous people, citing implementation of ILO 169.
6. The monsoon had a moderate impact on life and property across the country during August. According to the National Emergency Operation Centre (NEOC), a total of 44 people died owing to disasters, particularly landslides and epidemics, and 37 houses were completely destroyed and 78 partially damaged.
7. Though the immediate needs of the affected people were met by local resources, the erratic monsoonal rain has had a negative impact on rice planting in some of the Tarai districts.
