It is today nearly three years since the Maoists and the then-Seven Party Alliance signed the Comprehensive Peace Agreement. All parties committed themselves to multi-party democracy, human rights and the rule of law, and to the forward-looking restructuring of the state by resolving the prevailing problems related to class, ethnicity, regional and gender differences.
The parties underlined the sovereignty of the Nepali people, and their commitment to a lasting peace. Both sides pledged to abandon all types of wars, attacks, counter-attacks, violence and counter-violence in the country.
According to the Agreement on the Monitoring of the Management of Arms and Armies, Maoist army personnel assessed as having been below 18 on 25 May 2006, or as having joined the Maoist army after that date, were to be honourably and automatically discharged.
By taking part in this overdue discharge exercise, the parties are fulfilling the agreement that they reached. The discharge is an important sign of good faith and sincerity, and of commitment to seeing the peace process through to its conclusion. All of you who take part in making this exercise a success are playing an important part in reinforcing Nepal's peace process.

The agreements set out that those being discharged will be provided with assistance packages to aid their successful rehabilitation into Nepali society. The Steering Committee, with the participation of Deputy Commander of the Maoist army Baldev and YCL Political-in-Charge Sonam, will be discussing these packages to make sure they meet the aspirations and needs of the discharges. The first step is the process of contact and consultation with those being discharged, in order to discuss the support they need.
