Leasehold forestry in Nepal is based on the old community forestry concept; however, it gained momentum with the enforcement of the new Forest Act (1993) and Forest Regulations (1995). Phase I (1992-2002) of this programme was implemented in ten mid-hills districts under the HLFFDP funded by the IFAD. The government with own resources continued the project-initiated activities and extended coverage to 26 districts for three years up to 2005 (bridging phase). IFAD funding was resumed in 2005 for a Phase II LHF for nine years ending in 2014. Thus the leasehold forestry programme has spanned a period of over two decades.FAO has been providing technical assistance for effective implementation of the leasehold forestry programme from the very beginning in 1992. FAO provided TA support in three phases; the first phase was designed for the first five years (1992-1997) and then extended to last up to 2002 coinciding with the termination of HLFFDP. A second phase of the TA project was implemented during 2007- 2009 as a technical cooperation project (TCP) with FAO’s own funding.FAO implemented a third phase of the TA since 2009 in support of LHF with financial support of the Government of Finland. The TA support was aimed at providing technical backstopping for effective implementation of LHF and piloting new modalities and districts for furthering the concept.Two additional donor-supported programmes, namely, WUPAP and BISEP-ST have also been implemented, which have also a leasehold forestry component and contributed to the expansion of the programme.
