3. Parties discuss formation of Assembly, government, constitutional questions and implementation of earlier agreements
4. Violence recedes, with sporadic and isolated confrontations continuing
5. Armed Terai groups continue activities, but limited to certain areas
6. Operational space naormalizes after elections
7. Onset of summer heat leads to outbreaks of kala-azar and other diseases
