नेपालको विश्वव्यापी आवधिक समीक्षाका निष्कर्ष तथा सुझावहरूको कार्यान्वयनका अवस्थासम्बन्धी मध्यावधिक समीक्षा

संयुक्त राष्ट्रसब्घीय मानव अधिकार परिषद्मा हुने राष्ट्रहरूको मानव अधिकार अवस्थाको विश्वव्यापी आवधिक समीक्षा अन्तर्गत नेपालको पहिलो आवधिक समीक्षा सन् २०११ जनवरी २५ मा बसेको मानव अधिकार परिषद्को विश्वव्यापी समीक्षा सम्बन्धी कार्यदलको १० औँ बैठकमा भएको थियो । उक्त बैठक अघि नै डिसेम्बर २०१० मा नेपाल सरकारल नेपालको मानव अधिकार अवस्था सम्बन्धी राष्ट्रिय प्रतिवेदन बुझाएको थियो । मानव अधिकार सम्बन्धी राष्ट्रिय संस्थाहरूको तर्फबाट राष्ट्रिय मानव अधिकार आयोग, राष्ट्रिय महिला आयोग र राष्ट्रिय दलित आयोगले संयुक्त प्रतिवेदन पेश गरेका थिए । यसको अलावा विभिन्न मानव अधिकार संस्थाहरूले समेत प्रतिवेदनहरू पेश गरेका थिए । उक्त बैठकमा नेपालको मानव अधिकार अवस्था सम्बन्धी प्रतिवेदनमाथि छलफल गरी ५५ वटा राष्ट्रहरूले विभिन्न १३५ वटा सुझावहरू दिएका थिए । यीमध्ये नेपाल सरकारले ५६ वटा सुझावहरूलाई समर्थन गरी कार्यान्वयन गर्ने प्रतिवद्धता जाहेर गरेको थियो । यसैगरी २८ वटा सिफारिसहरू कार्यान्वयन भइसकेको तथा कार्यान्वयनको प्रक्रियामा रहेको प्रतिक्रिया दिएको थिया भने १५ वटा सिफारिसलाई अस्वीकार गरेको थियो । नेपाल सरकारले ३६ वटा सिफारिसमा सन् २०११ मा बस्न मानव अधिकार परिषद्को १७ औँ बैठकमा प्रतिक्रिया उपलब्ध गराउने भनिएकोमा ती सिफारिसहरूमा ६ जुन, २०११ मा बसेको बैठकमा आफ्नो धारणा दिएको थियो ।
मानव अधिकारका विविध विषयहरूमा प्राप्त सुझाव तथा सिफारिसहरूको कार्यान्वयन गर्नु नेपालको राज्यगत दायित्व हो।यसक कार्यान्वयनको सम्बन्धमा नेपालल अन्तर्राष्ट्रिय जगतलाई विश्वस्त गराउनु आवश्यक हुन्छ । यसका लागि सरकारले एक कार्ययोजना समेत बनाएका पाइएको छ । नेपालको दोस्रो आवधिक समीक्षा सन् २०१५ मा बस्ने राष्ट्रसब्घीय मानव अधिकार परिषद्को २३ आ सभामा हुनेछ । यसक्रममा नेपालले जाहेर गरेका प्रतिवद्धता कार्यान्वयनको विषयमा व्यापक छलफल हुनेछ । यस प्रतिवेदनमा नेपाल सरकारले स्वीकार गरेका,कार्यान्वयन भएका वा कार्यान्वयन प्रक्रियामा रहेको भनी उल्लेख गरेका र मानव अधिकार परिषद्को जुन २०११ मा बसेको सत्रौँ बैठकबाट सहमत जनाइएका निष्कर्ष तथा सिफारिसको कार्यान्वयन अवस्थाको सम्बन्धमा हालसम्म गरेका कामकारवाहीको समीक्षा गरिएको छ ।
